The Pearl River Mailing Address Doesn't Draw the School District Line

October 1, 2026

A couple under contract on a colonial near the Pearl River train station recently did the responsible thing before they signed: they called the school district directly to confirm their new address would feed into Pearl River's elementary schools. The district's own enrollment page tells you why that call matters more than it should. It states plainly that boundaries cover "most of Pearl River and portions of Nanuet, Orangeburg, West Nyack, and Tappan," and it goes further, urging prospective buyers to verify their specific address before closing rather than assume the town listed on their mail will match the school district on their tax bill.

That single sentence from the Pearl River Union Free School District is the whole story in miniature. A mailing address tells you which post office sorts your letters. It does not tell you which school board sets your child's calendar, which fire district responds to a call, or which government sends the tax bill for road paving and snow removal. In Pearl River, those three lines, postal geography, school district, and municipal government, are drawn by three separate authorities, and none of them land on top of each other with the tidiness a listing photo might suggest.

Where the School Lines Actually Run

The hamlet of Pearl River sits inside the Town of Orangetown, bordered by Chestnut Ridge, Nanuet, West Nyack, and Blauvelt to the north and east and by Montvale, New Jersey to the south. Its school district, headquartered on East Central Avenue, does not stop at those same hamlet edges. It reaches into pockets of Nanuet, Orangeburg, West Nyack, and Tappan, meaning a home with a Nanuet or Tappan mailing address can still send its kids to Pearl River's schools.

The reverse is just as true, and it's the part buyers miss. Blocks that read "Pearl River, NY" on an envelope can sit just outside the district's actual boundary, assigned instead to Nanuet Union Free School District, whose offices on Church Street sit only a few miles from the Pearl River ZIP code, or to South Orangetown Central School District, based on Van Wyck Road in Blauvelt. The district's website doesn't soften this. It tells families to check with the district directly because, as the page puts it, district lines cross over into other towns.

For anyone comparing a Pearl River listing to one nearby, this is the detail worth settling before falling in love with a floor plan. The fix is simple and free: the district publishes a street-by-street list, and a phone call confirms what a ZIP code can't.

Why There's No Pearl River Village Hall

The second boundary that doesn't match the mailing address is government itself. Orangetown contains several incorporated villages along the Hudson River shoreline, Nyack, Piermont, and Grand View-on-Hudson among them, plus the former Village of South Nyack, which dissolved in 2022 and folded back into the town. Each of those villages has, or had, its own mayor and board of trustees handling local planning and zoning. Piermont and Grand View also run their own police departments, while Nyack contracts with Orangetown's force.

Pearl River has never joined that list. It remains, like Blauvelt and Orangeburg, an unincorporated hamlet, which means the Town of Orangetown itself handles zoning, planning, and building permits for the area. Anyone pulling a permit for an addition or a garage in Pearl River works through the Orangetown Building Department at 26 W. Orangeburg Road, not a separate village office, the same office that serves Tappan, Blauvelt, Orangeburg, Palisades, and Sparkill.

This isn't for lack of trying. Pearl River residents have organized to incorporate as a village at least six times over the past century, starting with a referendum in 1927-29 that failed by only two or three votes, followed by attempts in 1935, 1948, 1950, 1959, and 1971. The most recent serious push came together in 2016, when organizers estimated incorporation would add roughly one dollar a day, about $365 annually, to the average property tax bill in exchange for local control over planning decisions. The Rockland Times reported that the 2016 incorporation proposal would not affect school taxes.

That detail matters beyond the history lesson. It confirms that incorporation status and school district assignment are two entirely separate systems in Rockland County. A village vote could change who plows your street or issues your building permit. It was never going to change which elementary school your child attends, because that line is set by the school district's own boundary, not by hamlet or village status. Pearl River remains unincorporated today, which means no separate village building department, regardless of how the school district lines happen to fall on any given block.

Checking Before You're Under Contract

None of this makes Pearl River harder to buy into. It makes the due diligence specific rather than generic. A few steps handle it:

  1. Pull the actual parcel address, not just the neighborhood name, and check it against the school district's published street list before writing an offer.
  2. Ask whichever district's list applies whether the assignment is confirmed by address or subject to review, since some districts note that geographic boundaries serve as a general guideline while final placement can depend on enrollment.
  3. If any renovation or building work is planned, confirm permits route through the Orangetown Building Department rather than assuming a village office exists locally.
  4. Check the tax information for the parcel and confirm its school district assignment, which may not match the mailing address.

None of these steps take long. All of them are easier to do with a signed offer still a few days away than with movers already scheduled.

The Address Is a Starting Point, Not a Guarantee

A "Pearl River, NY" address is real and useful information. It tells you the postal route, the general character of the area, and roughly what to expect from the commute to the train station on the Pascack Valley Line. It does not, on its own, confirm the school district or the municipal services attached to a specific home. Those are separate questions with separate, checkable answers, and in a hamlet whose edges run through four neighboring towns, checking is the only way to know which answer applies to the house you're actually buying.
